Water Bankruptcy: What the 2025 Global Water Report Means for Innovation
In January 2026, the Global Water Monitor published its 2025 summary report, and the language was unusually blunt. Researchers warned that the world has entered an era of "water bankruptcy," with water-related disasters in 2025 causing nearly 5,000 deaths, displacing 8 million people, and generating economic losses exceeding US$360 billion.
The report documented a pattern that is becoming disturbingly familiar: climate change is destabilising the water cycle, making wet regions wetter, dry regions drier, and transitions between the two more sudden and violent. Flash droughts, rapid declines in soil moisture over days rather than months, are emerging as a distinct and dangerous hazard.
The Mediterranean front line
For Europe, the Mediterranean is the front line. The region is warming faster than the global average, and the consequences are already visible. The DANA floods in Valencia in October 2024 killed over 230 people. Spain and Portugal experienced a wet spring in 2025 followed by a sudden heatwave and flash drought that dried soils rapidly, contributing to severe wildfires. Drought is building across the Mediterranean basin for 2026.
Monitoring as infrastructure
The Global Water Monitor's findings reinforce a point that water professionals have been making for years: monitoring is not a luxury, it is infrastructure. You cannot manage what you cannot measure, and you cannot adapt to a changing climate without continuous, reliable data on water conditions.
This is the motivation behind projects like SWIM. By fusing the spatial coverage of Copernicus satellites with the measurement precision of in-situ IoT sensors, and applying machine learning to harmonise and interpret the data, SWIM provides the kind of continuous, multi-parameter monitoring that water managers need to respond to the new reality of water cycle instability.
The technology is ready. The data sources are available. What is needed now is the political will and investment to deploy these capabilities at scale, before the next water bankruptcy becomes an irreversible default.
